2027 Request for Proposal (RFP)

The LCCMR's 2027 Request for Proposal (RFP) for funding from the Environment and Natural Resources Trust Fund was issued on January 7, 2026. Approximately $121 million is available from the lottery-generated fund through this RFP for projects beginning July 1, 2027.

Common Questions

The person who will submit the proposal as the project manager is the person who should initially create the proposal in the LCCMR Proposal and Grant Management System. Anyone who submits a proposal must be authorized to do so by their organization and must understand and be able to meet the expectations for a project manager.

Yes. Once you have started your proposal within the LCCMR Proposal and Grant Management System, you can collaborate with others on your proposal by clicking the “Select Action” box and choosing the “Delegate Access” function. Collaborators must register for an account within the system first. Collaborators may edit the proposal but do not have the ability to submit the proposal. We do not recommend that more than one user edit the proposal at the same time.

The LCCMR Proposal and Grant Management System contains instructions, drop-down menus, and “Read Me” links that will guide you through the submission process and answer many of your questions. Please take some time to review all the information on the proposal screens. We strongly encourage proposers get registered in the system as soon as possible.

Yes, the following aspects of the funding priorities and proposal requirements are different from previous funding cycles:

  • Additional funding priorities, primarily related to emerging threats to the environment and natural resources, have been added to the 2027 RFP.
  • The proposal now includes a section on how you plan to disseminate, present, document, or share data, results, physical collections, and other products.
  • LCCMR Easement Acquisition Project Requirements have been updated to reflect recent changes in state law that provide more time for the LCCMR to review conservation easements prior to closing.
  • LCCMR Guidance on Allowable Expenses has been updated to clarify the eligibility of transportation and travel expenses for non-employees and out-of-state expenses.

If you still need further assistance or have unanswered questions, please email the LCCMR with specific questions or an explanation of any difficulties completing your proposal.

You can print out your draft proposal at any time from the LCCMR Proposal and Grant Management System. While viewing the proposal, click on the “Select Action” box and choose “Generate Report (Word Doc)”. You can also print the final version that you submit by following the same steps.

Staff are available on a first-come, first-serve basis to review draft proposals for completeness, clarity, and potential eligibility issues. New proposers are encouraged to schedule a draft proposal review meeting, and meetings with new proposers will be prioritized. Please be aware that LCCMR staff require at least one week to review your proposal. Meetings will not be scheduled later than March 6, 2026, and must be requested by February 27, 2026. To request a meeting, please:

  1. Register within the LCCMR Proposal and Grant Management System.
  2. Create your proposal and review the proposal fields, instructions, and “Read Me” links.
  3. Fill in your proposal with as much information as possible (the more information, the more feedback we can provide).
  4. Generate a Word Doc of your proposal (see question #7).
  5. Email the LCCMR with your draft proposal attached and a short summary of the specific issues you would like to discuss, including specific questions you have. You should also include the following information in your email:

    - Whether your proposal includes land acquisition, capital construction, environmental education, research, or restoration.
    - If you or your organization have ever received funding from the LCCMR and ENRTF in the past.

We will schedule a meeting or provide an alternate response as needed and time allows.

2027 Proposal and Appropriation Timeline

The expected proposal and funding process timeline for the 2027 RFP is detailed below. Check the LCCMR meeting schedule for the most up-to-date information on important process dates.

March 18, 2026 Final submission deadline for proposals responding to 2027 RFP.
Early May 2026 All submitted proposals distributed to LCCMR members for evaluation (Evaluation #1).
June 9, 2026 Member Evaluation #1 deadline.
June 17, 2026 A subset of high-ranking proposals selected for further consideration are invited to give presentations before the LCCMR.
June 29-30 and July 1-2, 2026 Selected proposals present before the LCCMR. LCCMR members begin further evaluation of selected proposals (Evaluation #2).
July 15, 2026
Member Evaluation #2 deadline.
July 30, 2026
Subset of proposals selected for recommendation to the Legislature for funding.
August - November 2026 Projects recommended for funding begin submitting work plans for LCCMR staff review, and research projects recommended for funding undergo peer review.
December 16, 2026 Funding recommendations are adopted by the LCCMR in legislative bill format, as they will be presented to the Legislature.
January - May 2027

LCCMR recommendations presented to the Legislature for consideration via introduction as an appropriations bill.

Bill is considered and acted upon by the Minnesota House and Senate.

Upon passage, the bill goes before the governor to be signed into law.

June 2027 LCCMR approves work plans for projects funded.
July 1, 2027 Money from the Environment and Natural Resources Trust Fund becomes available for expenditure, and projects with an approved work plan may begin.
July - September 2027 Minnesota DNR conducts fiscal capacity reviews and sends grant agreements to non-state entities receiving ENRTF funds.
