2014 Proposal & Funding Process

M.L. 2014 Project Appropriations

The LCCMR selected 71 projects to recommend to the 2014 Minnesota Legislature to collectively receive $29 million in funding from the Environment and Natural Resources Trust Fund. The recommendations came from the LCCMR's 2014 Request for Proposal (RFP) process, in which 192 proposals requesting a total of approximately $111 million were received and considered through a competitive, multi-stage evaluation. The Legislature adopted all 71 of these project recommendations and they were signed into law by the Governor on 05/09/14 as M.L. 2014, Chapter 226. The Legislature added one additional project and it was signed into law by the Governor on 05/20/14 in M.L. 2014, Chapter 312, Section 8. For 2014 a total of 72 appropriations will be receiving $30,430,000.

2014 Project Recommendations

71 projects have been selected for funding recommendations to the 2014 Legislature. The recommendations have been introduced in the MN House as H.F. 1874 and the MN Senate as S.F. 1899.

2014 Proposals Received and Selected to Present

192 proposals requesting a total of approximately $111.5 million were received by the LCCMR. Approximately $29.5 million from the Environment and Natural Resources Trust Fund is expected to be available for funding recommendations to the 2014 Legislature for projects to begin July 1, 2014.

On September 18, 2013, the LCCMR selected 94 proposals requesting a total of approximately $58.7 million to invite in to present before the Commission and receive further consideration on October 1, 2, 3, 15, 16, and 17.

2014 Process Timeline

The expected proposal and funding process timeline for the 2014 RFP is detailed below. Specific dates will be announced as they become available.

October 22-23, 2013 Subset of proposals is selected to recommend to the legislature for funding based on consistency with funding priorities and total dollars available
November - December 2013 Projects recommended for funding begin submitting work plans for LCCMR staff review
Research projects recommended for funding undergo peer review
December 10, 2013 Funding recommendations were adopted by the LCCMR in legislative bill format, as they will be presented to the legislature
February-May, 2014 LCCMR recommendations presented to the legislature for consideration via introduction as an appropriations bill
Bill is considered and acted upon by the Minnesota House and Senate
Upon passage, the bill goes before the governor to be signed into law
June 4, 2014 LCCMR approves work plans for projects funded
July 1, 2014 Money from the Environment and Natural Resources Trust Fund becomes available for expenditure and projects can begin
