2016 Proposal & Funding Process

2016 Project Recommendations

At its meeting on October 20, 2015, the LCCMR selected 89 proposals for its preliminary 2016 funding recommendations totaling $45.4 million from the Environment and Natural Resources Trust Fund (ENRTF). The recommendations are the result of the LCCMR's 2016 Request for Proposal (RFP) process, in which 186 proposals requesting a total of approximately $131 million were received and considered through a competitive, multi-stage evaluation process. The recommendations range from full funding for the full proposal and dollar amount requested to partial funding for specific proposal elements and partial dollar amounts requested. The LCCMR will meet in December to finalize its funding recommendations package before the recommendations are submitted to the 2016 Minnesota Legislature for review and approval.

2016 Proposals Received and Selected to Present

186 proposals requesting a total of approximately $130.9 million were received in response to the RFP by the deadline of May 11, 2015. Approximately $46.3 million from the Environment and Natural Resources Trust Fund is expected to be available for funding recommendations to the 2016 Legislature for projects to begin July 1, 2016. On September 16 the LCCMR selected 97 proposals requesting a total of approximately $70.4 million to invite in for a presentation before the LCCMR for further consideration. Proposal presentations are scheduled for September 29 and 30 and October 1, 6, 7, and 8.

2016 Request for Proposal (RFP)

2016 Process Timeline

The expected proposal and funding process timeline for the 2016 RFP is detailed below. Specific dates will be announced as they become available.

December 16, 2014 2015 RFP issued
May 1, 2015 Last day to submit draft proposals for LCCMR staff review
May 11, 2015 Submission deadline for proposals responding to 2016 RFP
Summer, 2015 All submitted proposals distributed to LCCMR members for review, evaluation, and ranking
September 16-17, 2015 A subset of high-ranking proposals selected for further consideration and invited to give presentations before the LCCMR
September 29 & 30 and October 1, 6, 7, & 8, 2015 Selected proposals present before the LCCMR
October 20-21, 2015 Subset of proposals selected to recommend to the legislature for funding based on consistency with funding priorities and total dollars available
November - January 2015 Projects recommended for funding begin submitting work plans for LCCMR staff review.
Research projects recommended for funding undergo peer review
December 2 & 10, 2015 Funding recommendations are adopted by the LCCMR in legislative bill format, as they will be presented to the legislature
January-May, 2016 LCCMR recommendations presented to the legislature for consideration via introduction as an appropriations bill
Bill is considered and acted upon by the Minnesota House and Senate
Upon passage, the bill goes before the governor to be signed into law
June TBD, 2016 LCCMR approves work plans for projects funded
