MEMO: Agenda Item #5 DATE: July 17, 2019 SUBJECT: 2020 ENRTF Proposal Allocation Recommendation Proposed Process Background - LCCMR received 290 proposals requesting $203,377,942 - 126 proposals requesting $127,594,157 were invited to present to the commission in June 2019 for further consideration - Approximately $61M is available for recommendation to the 2020 legislature - Based on proposal median score, following are some breakpoints for guidance in decision making: Proposal Median Score - Number of Proposals - Full Request Amount 7 and above - 45 - $56,279,705 6 and above - 66 - $72,635,375 5 and above - 92 - $109,181,654 4 and above - 110 - $116,745,259 Materials to aid in selection * "Members 2020 LCCMR Proposal Scores: Hi-Lo by Category," a list of proposals in order of high to low median score per category (handout) * "Members 2020 LCCMR Proposal Scores: Overall Hi-Lo," a list of proposals in order of high to low median score overall (handout) Proposed process 1. Members discuss and agree upon general recommendation process 2. Staff hand out both versions of "Members 2020 LCCMR Proposal Scores" 3. Break for 30 minutes so members can review scoring results 4. Members decide which version of the scoring sheets to work from (Hi-Lo by Category or Overall Hi-Lo) 5. Motion to round project totals down to the nearest $1,000 6. Motion to allocate $250,000 to the bottom line as a buffer for any errors 7. Motion to move the DNR pass-through contract (line #, ID# 290-I) at its full amount into consideration 8. Motion to move into consideration at $0 all proposals that received median score of 6 or above 9. Motion to allocate the full requested amount (rounded) to all proposals in the H. Small Project category that were moved for consideration 10. Pause for 5 minutes for staff to verify results 11. Members go through each proposal (in order of either Overall Hi-Lo or Hi-Lo by Category) moved for consideration to propose an allocation dollar amount a. LCCMR staff will keep a running total on the overhead screens of funds allocated/left to be allocated. Specifically, the amount allocated in red and the amount remaining in blue. b. Members may also address any contingencies at this time 12. Allow staff time to verify results Final Action needed Members move to approve the 2020 LCCMR Recommendations Allocations Summary Spreadsheet for the Environment and Natural Resources Trust Fund (ENRTF) with a remaining balance of $250,000 as buffer (12 votes required) with the caveat to allow staff to make technical changes as needed.
