LCCMR Strategic Planning Stakeholder Input Plan As of 7/16/2019 Stakeholder analysis May 1 - July 1 LCCMR staff identified stakeholders and asked Commission members to suggest additional stakeholders to add. LCCMR staff assessed stakeholders by the environmental topics they could inform and the amount of influence and interest they would hold in LCCMR's strategic planning. MAD consultants assessed the list for high priority stakeholders for relationship building and how stakeholders could best inform strategic planning. Commission member interviews July 2 - 17 MAD interviewed Commission members to gather their perspectives on emerging needs and what LCCMR should address through strategic planning. Those summarized comments will be used as a springboard for further member group discussion throughout the planning process and to further the thinking of the Expert panels and other conversation opportunities. Expert panels July 31 - August 7 LCCMR and MAD will convene panels of subject matter experts from academia, state government and other stakeholders who have particularly high interest and influence in LCCMR's strategic planning to review the required documents scan summary and assist with the "sense-making" that will eventually result in the strategic plan's priority areas, areas of funding emphasis, and short-and long-term goals and strategies. Group conversations July 31 - September 15 MAD will convene up to three additional meetings with key stakeholders, such as ethnic councils and agricultural associations and others unable to participate in the Expert panels. The line of questioning will depend upon the composition of the groups. Identified Stakeholder Survey September 1 - October 1 MAD may send a survey to identified LCCMR stakeholders that have not been engaged through other activities. The survey will likely ask respondents to weigh in on several options for priority funding areas, rate concerns, and potentially identify strategies. Grantee impact survey (or conversations) August 1 - October 1 To inform LCCMRs understanding of the impact of previous grants and/or to inform LCCMR about measuring outcomes in the future, past grantees may either be surveyed or participate in facilitated conversations. Site visit events September 11 - October 16 LCCMR staff and members will host listening opportunities while conducting site visits. These opportunities are intended to gather meaningful public input and will take the form of morning coffee and conversations, evening listening sessions, or interactive individual group activity. Opportunities for comment and other input Ongoing (beginning prior to any publicizing or public input) Aside from all the methods listed above, there can be other formats for the general public to provide input. At site visits and any other public events, the LCCMR can provide forms for people to write and submit input. Providing a multiple choice, brief survey to the general public (those not already identified as stakeholders) is also being considered although the high cost, likely low return, and non-representational results present obvious barriers for consideration. There could also be an online bulletin board designed to be more interactive, allow LCCMR to ask questions, and allow for multiple types of media (i.e. maps, photos, videos, websites, comments, etc.). The LCCMR may also post a draft plan for public reaction or comment.
